Shri Balvinder Singh is born on 26th August, 1956. He passed B. Com in 1976 and Master of Business Administration in 1978. During service, he obtained Degree in MA (Public Administration) in 1984, LLB in 1991, Masters in National Development & Project Planning in 1992 and LLM in 2013.

He joined State Bank of India as Probationary Officer in 1978 & thereafter Indian Audit & Account Service in September, 1981. He retired as Deputy Comptroller & Auditor General on 30th June, 2016 to join as Member (Technical) of National Company Law Appellate Tribunal (NCLAT) on 1st July 2016.

Since 1978, he has worked in UP (Kanpur, Allahabad), Chandigarh, J&K, Mumbai, Delhi etc. and also been to UK /Oman/ Ethiopia etc. for International Assignments.

He has mostly been associated with Commercial & Taxation group of CAG of India and has been instrumental in writing /supervision of about 70 reports of CAG of India.
